Pre-enrolment procedure for non-EU citizens living outside Italy – 2017/2018 academic year
Students can submit their pre-enrolment application to the competent Italian authorities in their country of origin no later than the deadline established by the Italian Ministry of Education, University and Research (MIUR).
 
Enrolment procedures are established by MIUR in a Ministerial Circular and must be followed regardless of any preliminary contact between students and their chosen university, or any acceptance letters that might result from such contact.

Pre-enrolment procedure for EU citizens and non-EU citizens who legally reside in Italy – 2017/2018 academic year
To pre-enrol in a three-year undergraduate degree programme or two-year masters degree programme, click on the link http://www.servizionline.iulm.it and fill in the online form. Here are some tips for filling in the form:

PERSONAL DETAILS:

  • TAX CODE: if you are not in possession of an Italian tax code (codice fiscale) and you are still a resident abroad, then you must apply for one at the competent Italian Consulate in your country of residence.
  • PLACE OF BIRTH AND/OR RESIDENCE: if your place of birth and/or residence does not appear on the list, select “OTHER”. Once you enrol, the Registrar’s Office will be sure to correct it by indicating the exact name of the place.

ACADEMIC QUALIFICATIONS:

  • TYPE OF DIPLOMA: if you are in possession of a foreign academic qualification, select “FOREIGN ACADEMIC QUALIFICATION”. 
  • ACADEMIC QUALIFICATION: select “FOREIGN DIPLOMA”.  

Similarly, if the high school that issued the diploma does not appear on the list, select “OTHER”.
 

If you are in possession of a FOREIGN POST-DIPLOMA ACADEMIC QUALIFICATION (university degree), then select the following:

  • TYPE OF ACADEMIC QUALIFICATION: “FOREIGN DEGREE”  
  • ACADEMIC QUALIFICATION: if it does not appear on the list, select “OTHER QUALIFICATION” 
  • UNIVERSITY: if the university that issued the degree does not appear on the list, select “FOREIGN UNIVERSITY”.

Admission Requirements and Enrolment in Three-Year Undergraduate Degree Programmes

How to enrol in one of IULM’s Three-Year Undergraduate Programmes if you come from a foreign country: reserved places, admission requirements and necessary documents.

Each year, a certain number of places in three-year undergraduate programmes are reserved for EU and non-EU students. Students can enrol in three-year undergraduate programmes if they are in possession of a high school diploma (or equivalent). Foreign academic qualifications are valid for access to Italian three-year undergraduate programmes provided that they allow students to access universities in the country where the qualification was awarded, and that they were obtained after a period of at least twelve years of schooling.
     
The following documents are required for enrolment in a three-year undergraduate degree programme:

  • original high school diploma obtained after at least 12 years of schooling, or a certified copy or equivalent certificate that has been legalized by the competent consular authorities in the issuing country
  • certificate declaring that the student has passed the university entrance examination for admission to universities in the country of origin, if required by law
  • official translation into Italian (students can have documents translated by local translators, but they will have to obtain authentication of the translation from the competent Italian authorities in the issuing country)
  • the dichiarazione di valore in loco issued by the competent Italian consulate or embassy in the country where the academic qualification was obtained, in accordance with Form E (Modello E)
  • only for non-EU students living outside Italy: two photographs (one of which has been authenticated by the competent Italian authorities in the country of origin)

In addition, non-EU citizens living outside Italy will have to fill in Form A (Modello A), which is the pre-enrolment application form.

Admission Requirements and Enrolment in Two-Year Masters Degree Programmes

Students can enrol in a two-year masters degree programme if they are in possession of an academic qualification that is comparable to an Italian three-year undergraduate degree (Laurea triennale) in terms of content and course length.

The following documents are required for enrolment in a two-year masters degree programme at IULM:

  • academic qualification awarded by a university after at least 15 years of total schooling; the academic qualification must be legalized by the competent Italian diplomatic authorities in the issuing country
  • certificate issued by the foreign university which declares all courses that were successfully completed by the student, including a detailed syllabus of each course taken. This certificate must be duly authenticated by the competent Italian diplomatic authorities. Once the number of reserved places has been published, the student can check which foreign languages do not require a translation into Italian of this certificate. Alternatively, and if applicable, the student can present the “diploma supplement”
  • official translation into Italian (students can have documents translated by local translators, but they will have to obtain authentication of the translation from the competent Italian authorities in the issuing country)
  • the dichiarazione di valore in loco issued by the competent Italian consulate or embassy in the country where the academic qualification was obtained

Non-EU students living outside Italy will have to present two photographs, one of which has been authenticated by the competent Italian authorities in the country of origin.

As set forth in IULM University’s Admission Requirements, applicants must pass an admissions test in order to be admitted to a two-year masters degree programme. More information can be found on the university’s website under the section dedicated to the two-year masters degrees.

Tuition Rates

Assessment criteria and assignment of tuition rates for international students.

There is a flat tuition rate for EU and non-EU international students whose family resides abroad (i.e. outside Italy) with foreign source income and assets. This rate applies to students who enrol full-time or part-time in an undergraduate or postgraduate degree course for the 2017/2018 academic year.

An exception is made for students who come from a particularly poor country (as defined in Decree n. 556 of July 8th, 2016, issued by the Ministry of Education, University and Research in agreement with the Ministry of Foreign Affairs).

Laws and Regulations

The laws and regulations that apply to foreign students who want to live and study in Italy

In accordance with Legislative Decree n. 286 of July 25th, 1998 (article 39) and its subsequent amendment by Law n. 189 of July 30th, 2002 (article 26), as well as Presidential Decree n. 394 of August 31st, 1999, foreign citizens who would like to enrol in Italian universities must comply with different regulations depending on their nationality, residence and secondary school qualifications.

Regulations on enrolment in Italian universities are established by the Ministry of Education, University and Research (MIUR): Directorate General for Students and the Right to Education, together with the Ministry of Foreign Affairs and the Ministry of the Interior. Any enrolment procedures must respect these regulations.

Online Payment

Banca Popolare di Sondrio has developed an online payment service called “SCRIGNO Pago Facile” so that you can easily pay for your pre-enrolment, tuition and fees using MAV payment slips.

IULM University issues MAV payment slips so that students enrolled in three-year undergraduate degree programmes, two-year masters degree programmes and one-year masters degree programmes can pay for their pre-enrolment, tuition and fees. Thanks to Banca Popolare di Sondrio’s “SCRIGNO Pago Facile” service, it is possible to pay these fees online (even by credit card).

MAV payment slips can be paid through the “SCRIGNO Pago Facile” service two business days after the MAV payment slip has been issued by IULM University.
    
In order to make an online payment, follow these instructions:

  • Print the MAV payment slip
  • Go to the website https://scrigno.popso.it/PagoFacile/servlet/SeBenvenuto, select your preferred language, and click on “Anonymous access”
  • Select “MAV”
  • Insert the MAV identification code found on IULM’s payment slip and fill in the other information. When you have finished, click “Next”
  • Choose from the available payment methods (Internet Banking only for Banca Popolare di Sondrio customers; credit card or Bankpass Web for customers of other banks)
